• Adding Butler Street - <br /> As we got into detailed design, a couple of items became apparent on this <br /> road segment. One was that the contractor would most likely use this <br /> segment between South Washington and Rasmussen Road. We could have <br /> the contractor repair any damage, but that would be a policing action all of <br /> construction. The second was taking care of drainage off South Washington <br /> and Rasmussen onto Butler. Because of these two issues, we need to include <br /> improvements to Butler. This would increase our design cost by $2,000 and <br /> the construction cost an estimated $65,000. We request approval of adding <br /> Butler Street design and construction-wise. <br /> • Schedule, Phasing, Etc. - <br /> We tried to fit construction in before July 4th, but with the amount of work, <br /> it was not realistic, without probably paying a premium in bid costs. Thus, <br /> we are going to give the bidders until mid-October to substantially complete <br /> the project. They can start any time during the construction season, but once <br /> they start, there will be requirements on what and how soon certain <br /> improvements need to be completed before they start work on a subsequent <br /> phase or series of blocks. It cannot always be "park right in front", but there <br /> will be provisions that the contractor has to provide various levels of access <br /> to businesses and homes. <br /> • Mailboxes - <br /> We are going to have the contractor install people's mailboxes on the City's <br /> standard swing post. We request Council consensus on this. <br /> • Rasmussen Storm Drainage - <br /> Our original thoughts on the storm drainage system was to have a `north <br /> infiltration basin' in the natural low area east of the City's Water Treatment <br /> Plant and a `south infiltration basin' in the natural low area to the east back <br /> in the power line easement area. As we got into detailed design with <br /> elevations, depths, and areas needed for infiltration, several results came <br /> from the calculations: <br /> o Besides the two original property owners we initially talked to, there <br /> will be a third property owner impacted by the south infiltration basin. <br /> o In looking at Butler (whether now or in the future), we needed to <br /> deepen the storm sewer pipe by 2 feet to 3 feet as it heads towards the <br /> south infiltration basin. <br /> Considering the above two factors, we determined that sending all of the <br /> storm drainage to the south would work. Without needing to do storm sewer <br /> pipe and grading for a north basin, we should save in excess of$50,000. <br /> We request Council consensus on this. <br />
