1) If the closed meeting is held during other meetings <br /> of the Council,the notice will state the approximate <br /> time that the closed meeting is scheduled. <br /> b. Emergency Meeting - If a meeting must be held under urgent or <br /> emergency circumstances which make it impractical to give the <br /> customary advance notice,the City Clerk shall make a reasonable, <br /> good faith effort to give advance notice to the local news media by <br /> other means. <br /> C. Schedule—If the meeting is held in conjunction with a regular <br /> meeting, it shall normally be scheduled as the last item on the <br /> Council agenda. If it is the last item,no further public business <br /> shall be conducted after the closed meeting unless notice of further <br /> public business is given prior to commencement of the closed <br /> meeting. <br /> d. Attendance—Attendance shall be limited to Council members,the <br /> City Attorney, City Clerk, and other resource persons designated <br /> by the Council, Clerk, and/or City Attorney and approved by the <br /> Council. A written roll of all persons present at the closed meeting <br /> shall be made available to the public after the closed meeting. <br /> e. Closed Meeting to Discuss Litigation—A meeting may be closed <br /> to discuss active,threatened or pending litigation with the City's <br /> Attorney if a balancing of the purposes served by the attorney- <br /> client privilege against those served by the open meeting law <br /> dictates the need for absolute confidentiality. <br /> f. Closed Meeting to Discuss Strategy for Labor Negotiations— <br /> Proceedings of the closed meetings shall be electronically <br /> recorded. The electronic recording must be kept for two years and <br /> is considered public information after the agreement is finalized. <br /> g. Minutes of Closed Meetings—Minutes of closed meetings will <br /> include a list of persons attending the meeting,the specific grounds <br /> allowing the meeting to be closed and the subject of the meeting. <br /> Minutes will be prepared, listing persons attending the meeting and <br /> the subject of the meeting. The minutes should not specifically <br /> detail not-public data that is discussed at the meeting. In some <br /> instances,proceedings of closed meetings must be electronically <br /> recorded per statutory requirements. <br /> h.
