V. COUNCIL COMMITTEES <br /> A. The Council may at any time appoint a special or standing committee <br /> consisting of no more than two Council members and support staff. <br /> B. Committees will be appointed by the Mayor with the consent of the <br /> Council. <br /> C. Council committees may be special (limited) or standing (on-going). <br /> Standing committees will be appointed at the annual/organizational <br /> meeting. <br /> D. Council committees may be established to conduct specific tasks as <br /> directed by Council. <br /> VI. COUNCIL LIAISONS <br /> A. Council liaisons shall attend all department meetings. <br /> D Council liaisons shall know the department well and understand its <br /> function and workings. <br /> E Council liaisons shall have all of their questions answered, department <br /> reports in order and the department head prepared for all anticipated <br /> questions prior to a City Council meeting. This should involve meeting <br /> with the department head the week prior to the Council meetings to have <br /> that person prepared. <br /> F. Council liaisons shall conduct a performance review with the head of the <br /> department once a year. <br /> 10 <br />
