Special City Council Minutes <br /> August 6, 2019 <br /> Page2of3 <br /> ----------------------------- <br /> Discussion ensued regarding borrowing money and special assessments. Mr. <br /> Houle pointed out from East Woodman Street to East Sibley Street there will be <br /> no tree/landscaping plan and the travel lanes will be wider. He discussed parallel <br /> and diagonal parking from East Woodman Street to East Sibley Street and the <br /> grades may cause the City to forego certain sections of multi-use lanes. Mr. <br /> Houle also discussed not having permanent bump outs and using striping, <br /> planters or temporary traffic delineators instead. He stated these could be <br /> removed in the winter months to help with plowing. He further discussed the <br /> sidewalks from East Woodman Street to Oriole Street. <br /> 3.2. South Washinqton Avenue <br /> Tim Houle presented the South Washington Avenue from Main Street to East <br /> Woodman Street Improvement Project. He stated that there has not been a <br /> previous study done and no layout has been completed; therefore, he would like <br /> immediate feedback from the City Council. The project costing that was done <br /> includes replacing the sanitary sewer and water main from East Woodman Street <br /> to Main Street since the existing water and sewer lines are from the early 1960's. <br /> Mr. Houle stated the storm drainage from East Woodman Street to Butler Street <br /> will remain as is but catch basins and piping will need to be done from Butler <br /> Street to Main Street. <br /> Mr. Houle summarized the existing condition from Butler Street to Main Street <br /> and the updates in this section. He stated there would be finro finrelve foot wide <br /> bituminous travel lanes, on the east side finrenty feet deep ninety degree parking <br /> up the road as far as they can go and then they would go with diagonal parking if <br /> needed. He stated that on the west side of the street the parking would remain <br /> parallel as it is now. He talked about installing curb and gutter but it may need to <br /> be eliminated on the south side which is dependent on the ability to collect storm <br /> water. Mr. Houle stated that sidewalks will be installed on both sides of the street <br /> except in front of the residential area. Discussion ensued about the American <br /> Legion parking lot and lost parking if they took their entrance off of Main Street. <br /> Mr. Houle stated there would be decorative street lights, no trees or landscaping <br /> and no permanent bump outs. Discussion ensued about bump outs and having <br /> photos of examples supplied to the Council. <br /> 3.3. First Street <br /> Jason Gorr stated there is a high need to fix First Street but he questioned if the <br /> City needs the street anymore. He suggested giving up the street to avoid the <br /> costs of maintaining it especially since it is not used often. He suggested <br /> eliminating the south portion of the road entirely and to use it as a catch basin <br /> since the street is covered in water during the spring which assists in the bad <br /> condition of the road. The Council asked that Mr. Gorr come up with ideas for the <br /> portion of the road in front of Speedway and Dollar Tree and come back to the <br /> Council with ideas. <br />
