Nancy <br />reported on the year end fund balances, interest earned, and capital <br />outlay and council contingency outlay carryover amounts. She stated that <br />at 2008 year -end, the City is at 37% fund designation. She noted that this <br />is the same amount as 2007. She reminded the Council that the City <br />policy is to be at 50% fund designation. <br />MAYOR ADAMS MOVED TO ACCEPT THE 2008 YEAR -END REPORT <br />AND TO DESIGNATE $219,000 IN CAPITAL OUTLAY CARRYOVER <br />FOR ROADS AND STREETS FOR THE SOUTH OAK STREET <br />PROJECT IN 2009 AND IF THE SOUTH OAK STREET PROJECT IS <br />NOT COMPLETED IN 2009, THE COUNCIL WILL CONSIDER USING <br />THE FUNDS ON ANOTHER PROJECT LISTED IN THE FIVE -YEAR <br />ROAD PLAN. COUNCIL MEMBER MALECHA SECONDED THE <br />MOTION. MOTION CARRIED 5 -0. <br />The Mayor noted that the City will see a decrease in 2009 revenues due to <br />the State budget deficit. She stated that the City will see a minimum cut in <br />LGA of $81,000. She noted that due to the cut she is requesting that <br />departments cut expenditures by 5 %. <br />MAYOR ADAMS MOVED TO DIRECT DEPARTMENTS TO LOOK AT <br />BUDGETS AND START WITH A MINIMUM OF A 5% CUT FOR EACH <br />BUDGET. COUNCIL MEMBER RYAN SECONDED THE MOTION. <br />MOTION CARRIED 5 -0. <br />Nancy Malecha spoke about the capital outlay carryover items that may <br />be considered as funds to cover the shortage. Mayor Adams stated that <br />this money should be used if the City sees additional cuts in revenue. <br />9.2. Council Procedures <br />The City Clerk noted that the procedures reflect the Mayor's proposed <br />Council liaison roles and some other minor amendments. <br />Council Member Malecha talked about appointments on page nine of the <br />policy. Council Member Malecha suggested having three year term limits, <br />but if there are no applicants other than those who have served three <br />terms and are seeking reappointment then they may be considered for <br />reappointment. <br />COUNCIL MEMBER NAGEL MOVED TO CHANGE ITEM 3, SECTION B <br />IV AS FOLLOWS "MOST APPOINTMENTS WILL BE LIMITED TO <br />
