City Council Workshop Minutes <br /> January 13, 2009 <br /> Page 2 of 2 <br /> a capital improvement plan or"Master Plan"that can be reviewed by the Council <br /> from time to time. Discussion was held regarding the possibility of stimulus money <br /> being provided for projects and the fact that projects will have to be ready to receive <br /> the money. Tim Houle noted that it is difficult to be ready without a Master Plan. He <br /> gave several suggestions as to how to begin the process of compiling a Master Plan. <br /> Council Member Nagel indicated a concern about ensuring that the ISTS systems by <br /> the lakes are compliant. He indicated that the City should begin looking at ways to <br /> ensure the systems have not or do not fail. <br /> The Council discussed the City's road plan and determined that this was never <br /> formally approved by the Council. Council Member Ryan indicated that it was not <br /> approved because the plan was based on the through town highway route. <br /> Council Member Sjoblad indicated that although the budgets are very tight at this <br /> time, it may be a good time for the City to begin planning for the future so that when <br /> money is available,the City has a plan that is ready to be implemented. <br /> The Council discussed the procedure for developers and whether there is a need for a <br /> policy to deal with developments. It was the consensus that a policy should be drafted <br /> for dealing with developers. <br /> The Council discussed the next steps required to proceed with this planning process. <br /> It was decided to add this item to the next Council agenda and to see how the Council <br /> wants to proceed. <br /> 4. Other Business <br /> There was no other business. <br /> 5. Adjournment <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADJOURN. COUNCIL <br /> MEMBER MALECHA SECONDED THE MOTION.
