��TACTICAL URBANISM" <br /> A Strategy and Plan for Patriot Avenue (between Bobber and Trailside parks) <br /> A short-term street and park project to help advance long-term goals. <br /> Project lifespan is proposed for 1-2 months before Labor day 2019. <br /> Lessons in Tactical Urbanism: <br /> Purpose: An opportunity to show change using low-cost temporary changes to build an <br /> experience of what's possible. <br /> Demonstrate how space could be transformed to contribute to safety,public enjoyment, <br /> and economic goals. <br /> Engage stakeholders. Public outreach helps generate ideas,provide input and build <br /> support for permanent change. <br /> Documentation: Before and after photos and measurements to evaluate and fine-tune <br /> the design based on the input gathered. <br /> Attract Attention. Creative promotional materials and events will activate the space and <br /> attract attention. Real-life use will better help establish and reinforce long-term design. <br /> THE PLAN: Patriot Ave from Main Street north to East Sibley would get a make-over <br /> using a variety of temporary materials. Current street design would be temporarily <br /> changed. Changes would include adding parking(including trailer parking),narrowing <br /> traffic lanes,reducing speed limits, adding pedestrian cross walks and sidewalks, signs <br /> and art work,benches,ta.bles, chairs,plants, small gathering spaces for pedestrians. <br /> MATERIALS could include: <br /> Wood and galvanized planters; straw wattles;parking stops;traffic tape; sidewalk chalk, <br /> stencils; corn starch and tempera paint;benches, chairs,picnic tables;patio umbrellas, <br /> plants and small trees; info and traffic signs; cones and delineators. <br /> PEOPLE Volunteers: business and store owners and patrons, chamber members, <br /> city officials and staff, students,business groups, citizen groups, individuals... <br /> IMPLEMENTATION AND LEADERSHIP: <br /> Pazk Board: project coordination <br /> Key input from City Planner, City Engineer, City Staff,Architect,Flag and Splashpad <br /> suppliers, Others <br />
