Mr. Marohn concurred that this is where we are at. He asked Mr. Miller to describe on <br />�- the drainage plan what is going to happen to the east of units 25 — 28. What is <br />maintaining natural grade. <br />Mr. Miller stated Units 25 & 26 are down in the open area. Units 27 & 28 are just <br />starting to go up hill and they will need to grade a little. They will need a lot of fill in <br />that area in order to get up that hill. Where the lodge is being removed will leave a large <br />hole. Units 25 & 26 will walkout on lakeside, 27 & 28 walkout to lake also. Units 29 & <br />30 flattens out and no walkouts. Units 31 & 32 sit natural. <br />Mr. Marohn stated the vegetation plan indicates there is vegetation right up to Units 27 & <br />28. Mr. Miller stated the plan may show too much vegetation; it should stop in the <br />vicinity of Unit 30. There is going to be grading that takes place in a portion of #30. Mr. <br />Marohn pointed out that that is the area where the concern was. Not everyone is on board <br />and they need to be careful as not everybody understands that. When it was suggested to <br />move the units back from the shore, Mr. Miller stated they could not as there would be no <br />parking stall outside of the garage. <br />Mr. Marohn suggested building Units 29 & 30 without walkouts. Mr. Miller stated that <br />could be done; they don't need walkouts in that area. He will have the engineer change <br />that. <br />Mr. Miller asked if the Planning Commission wanted any of this presented to Tim Houle, <br />City Engineer, for comment. Greg Halling, the engineer, explained how the 100 -year <br />storm event was designed. The MPCA will have final review of the sewer system. <br />Mr. Marohn stated the utilities are private, the stormwater management plan is going to <br />be reviewed by the PCA and he doesn't see why the City Engineer needs to be involved. <br />Final Plat requires him to sign off on it if we ask him to review it. If there is something, <br />let's identify it and have Mr. Houle look at it. With no public improvements, Mr. <br />Marohn does not see any reason for Mr. Houle to review or comment. <br />Regarding the dry hydrant, Mr. Miller stated he met with the Fire Chief who suggested <br />either a hydrant on site that the Fire Department could tap into or a dry hydrant. Mr. <br />Miller stated they can't get enough water for him to hook into. He will submit the dry <br />hydrant plan directly to the Fire Chief for approval. <br />Mr. Hallan asked what the triggers were for the phase -in of the septic system. Mr. Miller <br />stated the phasing has been discussed with the PCA. The plan is very definitive by <br />number of units; anything that is not in that first phase, 12 or 13, anything else is part of <br />the next system. They are talking about creating holding capacity for the first few <br />buildings are built until they reach a flow to run the treatment plant. If only one building <br />is built, there is not enough flow. Holding and pumping for a specific period of time is an <br />option until they reach that flow.
