City Council Minutes <br /> December 7, 2010 <br /> Page 5 of 11 <br /> the City would not be obligated to accept the road just because the road is <br /> paved. <br /> Del Anderson stated that if the residents go through with the expense of <br /> paving the road they would want it to be dedicated to the City. He stated <br /> that this would be one of the criteria to move forward with the assessment <br /> project. <br /> MOTION CARRIED 5-0. <br /> The Council recessed at 6:55 p.m. and reconvened at 7:00 p.m. <br /> 6. Budget/Levy— Public Hearing — 7:00 p.m. <br /> The Clerk explained that the purpose of the public hearing is to discuss <br /> and seek public comment on the City's proposed budgets and proposed <br /> property tax levies. She noted that on September 7th the preliminary levy <br /> was set at $1,619,000 which was a 10.69% increase from 2010. The tax <br /> statements that Pequot Lakes' property owners received reflect this <br /> 10.69% levy increase. The budgets presented tonight reflect a levy of <br /> $1,479,000 which is a 2.23% levy increase. <br /> Nancy Malecha presented the general fund and special levy funds budget <br /> information. <br /> Mayor Adams opened public hearing. <br /> David Kennedy— 29064 Voyagers Pass — Mr. Kennedy noted that his <br /> property value decreased and his property tax increased. David had <br /> questions pertaining to the City's general fund budget. <br /> Janet Wedan — 25490 East Clark Lake Road — Nisswa — Ms. Wedan <br /> stated that based on information from the City Engineer and Mike Loven, <br /> there are road projects in the City budget that are non emergency projects <br /> and could be held off until the economy is strengthened. She noted that <br /> the budget line item from roads is $250,000 and to keep all staff at full <br /> time would be less than $26,000. She asked the Council to consider using <br /> the funds for North Sluetter to keep all staff full time. She noted that it is <br /> important to have the best service available in the police department. She <br /> further noted that if she does not have the time to do job in a timely <br /> fashion, cases get dismissed and questions go unanswered. She noted <br /> that it makes an impact if there is not someone there everyday to answer <br /> the phone. <br />
