City Council Minutes <br /> December 7, 2010 <br /> Page 2 of 11 <br /> 3.6. INSURANCE LIABILITY WAIVER <br /> COUNCIL MEMBER MALECHA SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br /> 4. Open Forum <br /> There was no one present for open forum. <br /> Council Member Ryan arrived at this time. <br /> 5. Presentations <br /> 5.1. Wildlife Trail Public Hearing <br /> 5.2. North Sluetter Road Public Hearing <br /> Tim Houle, City Engineer, gave a presentation regarding the proposed <br /> improvements to Wildlife Trail and North Sluetter Roads. Items reviewed <br /> included: <br /> • Wildlife Trail improvement project was initiated by petition <br /> • North Sluetter project was initiated by Council motion <br /> • The history of the project <br /> • Estimated costs for improvements <br /> • Assessment approach - per parcel approach <br /> • Process for paying special assessments <br /> • Whether the City should take over Wildlife Trail as a City street <br /> Mayor Adams concurrently opened the Wildlife Trail and North Sluetter <br /> Road public hearings. <br /> Rick Wilson - 1423 56t" St., Pequot Lakes - Chairman of Loon Lake <br /> Township Board. Mr. Wilson noted that the Town Board's position is they <br /> are satisfied with North Sluetter as a gravel road. He indicated that the <br /> Township is not in favor of making any type of financial payment toward <br /> the project. Council Member Ryan asked if the Township would oppose <br /> the project if there was no cost to the Township. Mr. Wilson stated that the <br /> township would not oppose the project if there was no cost involved. <br /> Dallas Anderson 3784 Wildlife Trail — Mr. Anderson noted that there are <br /> four homes for sale that can't sell because of an unpaved road. He stated <br /> that he is in favor of the project. <br />
