City Council Minutes <br /> December 7, 2010 <br /> Page l0of11 <br /> The Clerk noted that partial pay estimate #3 is the final payment for the <br /> West Lake Street Improvement Project. This payment is in the amount of <br /> $2,624.58. <br /> COUNCIL MEMBER SJOBLAD MOVED TO APPROVE THE PARTIAL <br /> PAY ESTIMATE #3 WHICH IS THE FINAL PAYMENT IN THE AMOUNT <br /> OF $2,624.58. MOTION CARRIED 5-0. <br /> Tim Houle thanked the Council and staff and wished all a Merry <br /> Christmas. He noted that they will continue to come to Council meetings at <br /> no charge and will submit a proposal for services for 2011. <br /> 12. City Clerk's Monthly Report <br /> Report received by Council. <br /> 12.1. Fee Schedule <br /> The Clerk presented the 2011 Fee schedule for Council review. The Clerk <br /> informed the Council that the proposed fee schedule includes increases in <br /> water and sewer rates and in SAC and WAC fees. <br /> COUNCIL MEMBER NAGEL MOVED TO ADOPT RESOLUTION 10-36 <br /> APPROVING THE 2011 FEE SCHEDULE. COUNCIL MEMBER <br /> MALECHA SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 12.2. Amendment to Accounting and Reporting Procedures <br /> The Clerk explained that the proposed amendments are a result of either <br /> auditor recommendations or Council actions. <br /> The amendments are as follows: <br /> 1) Allows the City to report funds as major according to GASB#34 <br /> requirements, allowing the City to add additional major funds. <br /> 2) Capitalizes repair and maintenance of road projects if remaining <br /> useful life is extended by more than 25%. <br /> 3) Added the section relating to immediate payment of certain claims <br /> as authorized by Council. <br /> 4) Explains how to book an end of year expenditure if the invoice <br /> billing period crosses over two years (i.e. Dec. and Jan.) <br />
