Clerk's September and October 2010 Staff Report <br />Page 3 of 4 <br />---------------------------------- - - - - -- <br />Park Commission <br />October 14th Meeting .... The Park Commission did not meet in September. The minutes <br />of the October 14th meeting are attached. The Park Commission has begun talking about <br />some type of playground in Trailside Park. The Commission is also looking into the <br />possibility of a splash park. <br />The Park Commission has also stated that there are no vendors allowed on the north side <br />of Trailside Park between the Paul Bunyan Trail and the walking trail due to the <br />irrigation system. <br />Economic Development Commission <br />September 21st Meeting .... (Minutes are attached). The EDC continued its review of <br />the business subsidy plan. <br />October 191h Meeting .... (Minutes are attached). The EDC has completed its review of <br />the business subsidy plan. The plan is now being reviewed by Briggs and Morgan to <br />ensure it meets all statutory requirements. Once the legal review is complete the plan will <br />be presented to the Council and a public hearing will be held prior to final Council <br />approval. <br />The EDC has stated that once the business subsidy policy is adopted it would like to <br />begin drafting a policy for smaller projects. This policy would be used as an incentive <br />program to encourage infill in vacant areas of the City and may include areas in <br />marketing strategies and business expansion and retention. <br />HRA Minutes <br />September 21" Meeting .... (Minutes are attached) <br />October 19th Meeting .... (Minutes are attached) <br />PROJECTS: <br />Elections — General Election judges have been hired. The public accuracy testing of <br />voting machines has also taken place. We expect a high turn-out for the General Election <br />on November 2"d. The Clerk ensures that all required notices are published and posted. <br />The Clerk also ensures that candidates have turned in the required campaign reports. <br />Budgets — The Clerk's office continues to work on the proposed 2011 budget with the <br />hopes of having a near final budget ready for the December Council Meeting. We have <br />had meetings with department heads to closely review budgets. <br />Hiehway 371 Municipal Consent — The Clerk's office is coordinating the municipal <br />`-- consent public hearing. This includes working with the school for location purposes, <br />contacting a court reporter, publishing required notices, etc. We will also be sending out a <br />post card to all property owners in the City to inform them of the upcoming meeting. <br />
