Complete a site visit of the study intersections to observe operations, gather existing <br /> characteristics, and review multi-modal aspects. <br /> C. Review, in a summary fashion, the Comprehensive Plan and Downtown Plan for key <br /> information about the history and the goals for the City in the study area. <br /> D. Obtain up to 48-hour Tuming Movement Counts at twelve (12) intersections: <br /> 1. Highway 371 &County Road 112/CSAH 17/Patriot Avenue (°north° Hwy access) <br /> 2. Patriot Avenue & CSAH 17 <br /> 3. Patriot Avenue 8� Front Street <br /> 4. 2nd Street 8� Main Street <br /> 5. Patriot Avenue 8 Main Street(present signal system) <br /> 6. Rasmussen Road & Main Street(existing all-way Stop) <br /> 7. Highway 371 8� Main Street/CSAH 11 Interchange—west roundabout <br /> 8. Highway 371 8 Main Street/CSAH 11 Interchange—east roundabout <br /> 9. Patriot Avenue 8�Woodman Street <br /> 10. Patriot Avenue �West Lake Street <br /> 11. Patriot Avenue �County Road 168 <br /> 12. Highway 371 8� Patriot Avenue/County Road 107 (°south° Hwy access) <br /> (The above locations are depicted on the attached finro maps.) <br /> The above information will be collected using video befinreen the Fishing Opener <br /> weekend and Memorial Day. School will be in session, and the weather is more <br /> conducive to pedestrian and bicycle activity. The data will be collected on weekdays, <br /> capturing °nonnal°travel conditions.Weekends and the Holiday Monday will be avoided <br /> for this work. <br /> Once the tuming movements at each study intersection are counted from the video, the <br /> traffic volumes will be reviewed, and, if necessary, adjusted to better reflect true average <br /> counts based on the time of week and month as well as characteristics of the area. <br /> E. Compare the above obtained existing daily and, if possible, peak hour volumes against prior <br /> counts and forecasts for the area from previous studies. <br /> The goal of this comparison is to determine how traffic has reacted to the new 4-lane <br /> Highway and how close the previous studies'forecasts were—(i.e. can they be used as <br /> input for this Study). <br /> F. Prepare a short technical memorandum (an Existing Conditions Memorandum)documenting <br /> the existing counts, comparison to past volumes, and current operations during the a.m. and <br /> p.m. peak hours. <br /> Operations will be discussed using the standard metrics of vehicle delays and <br /> queues(with consideration of local conditions and non-Metro/Greater MN <br /> °metricsn�. <br /> Observations, pedestrian and bicycle counts, and other key data will also be <br /> presented. <br /> This memorandum will not draw conclusions or present recommendations, but it will <br /> provide a summary of the existing conditions. <br /> N:\Marketlng Dept\Proposals\00 Letter Proposals�2019 Letter Proposal�Pequot Lakes-13-Draft for Traffic Study.docx <br />
