EXISTING CONDITIONS <br />Information on existing conditions for the North Sluetter Road study area was obtained for this <br />report from several sources including site visits and Crow Wing County's online GIS database. <br />A topographic survey of the area has been recommended to the City of Pequot Lakes as <br />necessary for design of the improvements, but has not been performed at the time of this report. <br />Exhibit B provides an aerial view of existing conditions (circa 2007) within the North Sluetter <br />Road study area. <br />As indicated on Exhibit B, there are three parcels along the east side (City side) of North <br />Sluetter Road. The north parcel does not appear to be improved; at a minimum, it does not have <br />a driveway out to North Sluetter Road. Also, the north parcel's "side lot line" abuts Wildlife Trail. <br />The middle parcel has a gravel driveway and what appears to be for "seasonal" structures. The <br />south parcel has a gravel driveway and is the only one of the three that appears to be improved <br />/ have a permanent residence. The south parcel's "side lot line" abuts North Sluetter Road. <br />While the City has no jurisdiction on the west side (Township side) of North Sluetter Road, in a <br />check of Cass County's GIS website, it appears there is one private property parcel and <br />residence on that side. This parcel does not have a driveway out to North Sluetter Road. <br />In a very brief review of the parcel descriptions on the Crow Wing County GIS website, North <br />Sluetter Road does not appear to be a platted roadway. We have not verified when it was first <br />used as a roadway, but understand it has been for quite a few years. Thus, the City and <br />Township could be considered to have a prescriptive easement or prescriptive rights due to their <br />use, plowing, maintaining, grass cutting, ditch clearing, etc. activities. Note, however, that the <br />width of such an easement is usually called into question without some kind of recorded <br />description and document setting that width. <br />This segment of North Sluetter Road is roughly 1,400 feet (0.27 miles) from County Road 168 to <br />its intersection with Wildlife Trail. <br />Pequot Lakes — North Sluetter Road Improvements Study <br />WSN No. 0130130045.000 <br />Page 3 <br />
