EDC Minutes <br />October 16, 2018 <br />Page 4 of 6 <br />----------------------------- <br /> <br /> <br />Mr. Houle also explained the possibility of not installing curb and gutter <br />using swales, etc. for stormwater. <br /> <br />Commissioner Lindholm inquired what the next steps should be. Ms. <br />Haverkamp stated prospects will want the City to have some decisions <br />made such as we plan to have Phase One ready in the spring and the <br />cost is “X”. This will help promote and market it. <br /> <br />Ms. Haverkamp also suggested considering architectural and landscape <br />requirements. This will be a very visual park. She encouraged the EDC <br />to visit the other existing business/industrial parks; it is very obvious which <br />have these standards and those that do not. <br /> <br />City Administrator Malecha stated our next step is determine the price. <br />Commissioner Holley provided information to help with this. Based on Mr. <br />Houle’s updated map, is the EDC on board with moving forward with <br />Phase One and putting that infrastructure in place? How do we get the <br />Planning Commission involved; do we look at rezoning now as it is zoned <br />Public? Do we include architectural and landscape requirements? <br /> <br />Chair Jurchen stated the first thing the EDC needs to do is look at the first <br />3 lots with infrastructure and come up with a price per acre. This should <br />be accomplished by the first of the year. The next thing would be how do <br />we want to do it? Do we want a committee of Commissioner Holley, an <br />additional Commission Member, Sheila Haverkamp, City Administrator <br />Malecha and Zoning Specialist Bittner? This group could make a <br />suggestion for the price by the first of the year. We should give the <br />Planning Commission a directive for a zoning classification after some <br />recommendations from the EDC. This discussion should continue at our <br />November meeting. <br /> <br />After listening to the discussions, Ms. Haverkamp stated the reality is does <br />the EDC want to support the infill or moving forward with Phase One. The <br />resources are limited. Chair Jurchen stated the infill portion is not that <br />large of an investment for the City. The Council could ultimately waive <br />subdivision fees. <br /> <br />City Administrator Malecha asked if the EDC is giving a directive to the <br />Planning Commission as they do not meet in December. The Planning <br />Commission was asked to provide comments on the design. <br /> <br /> c. Shovel Ready Certification
