NEW BUSINESS: <br /> a. Exterior Storage Ordinance— Discussion <br /> Mr. Burslie stated the language in the ordinance conflicts with itself. Discussion ensued <br /> how to regulate storage of boats and recreational vehicles. Staff was directed to group <br /> zoning classifications and proportion each group; a maximum of 3 or 4 units with no <br /> exceptions. <br /> b. 2oi9 Project Priorities <br /> Mr. Burslie reviewed the suggested directive for 2oig, as well as the 3 remaining <br /> Housing items that need to be completed in 2oi9. He suggested using the beginning of <br /> 2oi9 to work on the update of the Downtown Plan. <br /> OLD BUSINESS: <br /> a. Short-term Rental Ordinance <br /> Mr. Burslie pointed out the suggested changes from the City Attorney have been <br /> provided on the table. Chair Hallan noted one major discussion point at the last <br /> meeting was to allow 4 times during May 20 — September io, and then one additional <br /> rental before and after those dates. <br /> Planning Commission Member Birch disagreed and would like to allow more rentals. <br /> This will get more traffic in town. Lake shore properry owners don't want to live next <br /> door to resorts,but the City should give the rental properties an option to have more <br /> throughout the year. Winter rentals will unlikely be a nuisance. This ordinance closes <br /> an opportunity to get traffic into town. <br /> Planning Commission Member Wilson inquired if a management company who rented <br /> for longer periods of time could rent more often. Mr. Burslie stated subleases would <br /> also need to meet the 4 maximum per year. <br /> Council Member Pederson asked what was driving this ordinance. When told it was a <br /> handful of complaints,he stated it is a hindrance to our local businesses. <br /> Discussion ensued regarding the number of rentals outside May 2o to September io. It <br /> was the consensus to allow unlimited rentals during that time. <br /> Mr. Burslie pointed out the City Attorney's email questioning Council approval versus <br /> City Staff approval. If the Council approves or denies a permit,an appeal would need to <br /> go to District Court. If City Staff approves or denies a permit,the appeal would go to the <br /> City Council. The consensus of the Planning Commission was to have City Staff approve <br /> the application, not the City Council.
