\1-.. <br />City Council Minutes <br />October 5, 2010 <br />Page 6 of 12 <br />INCENTIVE FOR EMPLOYEES TO CONSIDER AN HSA HEALTH <br />PLAN). <br />• IN 2012 AND BEYOND, THE CITY WILL MAKE MONTHLY HSA <br />CONTRIBUTIONS OF $150 PER MONTH FOR EACH SINGLE <br />CONTRACT AND $200 PER MONTH FOR EACH FAMILY <br />CONTRACT <br />COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />MAYOR ADAMS MOVED THAT PART TIME EMPLOYEES RECEIVE <br />THE SAME UP -FRONT PAYMENT RECEIVED BY FULL TIME <br />EMPLOYEES FOR THE 2011 HSA HEALTH PLAN. COUNCIL MEMBER <br />MALECHA SECONDED THE MOTION. <br />Council Member Ryan questioned why part time employees should <br />receive the same benefits as full time employees. Council Member Ryan <br />suggested that this would be a change to the City personnel policy. He <br />noted that the motion is inconsistent with the existing policy. <br />�— MAYOR ADAMS MOVED TO WITHDRAW THE MOTION. COUNCIL <br />MEMBER MALECHA WITHDREW THE SECOND. <br />5.4. Cash -in -of Health Insurance Option <br />The Clerk noted that the City currently has an option for employees who <br />do not take the City's health insurance of receiving cash in the amount of <br />$375.00 per month. She stated that the Health Insurance Committee has <br />been informed that this option does not meet the Healthpartners <br />participation requirement and that in the future there would be a penalty <br />for those groups who offer this option. The Clerk stated that the <br />Committee is recommending the following: <br />• The cash -in -lieu option is grandfathered in for employees currently on <br />this option. <br />• Once a grandfathered employee chooses to join the City's group <br />health insurance plan, cash -in -lieu is no longer an option. <br />• Employees currently on the City's group health insurance plan will not <br />have the cash -in- lieu -of option. <br />• Any new employee of the City would not have the cash -in -lieu of <br />option. <br />
