Special City Council Minutes <br /> November 14, 2018 <br /> Page 5 of 9 <br /> ----------------------------- <br /> k. Civil Defense — Contract Services, add $610 for the Crow Wing County <br /> Alert System. A consensus of the Council agreed to add this to the <br /> 2019 Preliminary Budget. <br /> I. Roads & Streets—Wages & Benefits, review the hiring of an additional <br /> full-time Maintenance Worker in July of 2019 and discuss the potential <br /> use of part-time employees. <br /> COUNCIL MEMBER LOUKOTA MOVED TO REMOVE THE HIRING <br /> OF AN ADDITIONAL FULL-TIME MAINTENANCE WORKER IN <br /> JULY OF 2019 FROM THE 2019 PRELIMINARY BUDGET. <br /> COUNCIL MEMBER AKERSON SECONDED THE MOTION. <br /> Jason Gorr clarified that the six miles of additional road now under the <br /> City's jurisdiction is actually a six pass road which equates to 36 new <br /> miles of road maintenance. Mr. Gorr noted that he does foresee the <br /> need to utilize a fourth person due to this, to cover employee time off <br /> requests, and potential future projects that the Council is considering. <br /> Mayor Adams questioned if there is a way to build into the budget part- <br /> time help. Mr. Gorr stated that the potential wage offered with no <br /> benefit package may not be a big enough lure for the right employee <br /> needed. A shared employee with another department or community <br /> may be a better option. <br /> Lance Ray noted that many times throughout the years, public works <br /> employees have shown up for work when personal time off was <br /> requested because it was necessary to do so to get the work done. <br /> With a fourth public works employee, the City can be maintained in an <br /> adequate amount of time. Mr. Ray further noted that if the City does <br /> not hire a fourth person and an existing employee has time off then the <br /> department is down to only two public works employees to get the <br /> necessary work done. <br /> Mr. Gorr requested the Council consider the cost of overtime the public <br /> works department currently incurs per year versus the cost of hiring a <br /> fourth employee. <br /> Council Member Pederson noted that the City has not utilized part-time <br /> employees on an ongoing basis and he would advocate a fourth <br /> employee in a part-time status. <br /> Mr. Gorr noted that staff currently runs approximately 10 hours in a <br /> snow event.
