In working around the State, we/WSN are not aware of cities the <br /> general size of Pequot Lakes that haue n written policy on establishing <br /> when newly constructed roads will be accepted by the City—and that <br /> include a component of calculating, analyzing, accounting for, and <br /> balancing the long-term maintenance costs Uersus the tax reUenue, or <br /> additional tax revenue,generated. <br /> Policies can be phrased such that they are not requirements, and can be <br /> implemented on a case-by-case basis.But, we might even suggest thnt <br /> instead of a `Policy; it be entitled as a Guidance Statement. <br /> Before drafting a "Policy; there are some questions that should be <br /> answered to help focus the efforts on coming up with this "Policy". <br /> Should this policy only address newly constructed roads?Should this <br /> policy address those roads that were constructed in the past and are now <br /> seeing more and more adjacent development. . . and so maybe should be <br /> reviewed and considered for acceptance as City roads?In the analysis/ <br /> consideration, does one just look at the level of deuelopment(and <br /> corresponding tax base)that is out there today when trying to calculate <br /> the "additional tax revenue generated"statement? <br /> With a new Public Works Supervisor coming on board, we would <br /> recommend that we assist that person to work through questions and <br /> come up with a draft policy. <br /> 4. Work with Crow Wing County to properly scale the TH 371 and CSAH 1� <br /> corridors through the Grow Zone area following the construction of the TH 37i <br /> Alternate Alignment. Ensure that these corridors maintain a character that <br /> encourages pedestrian activity throughout the Grow Zone. <br /> • Both TH,37i and CSAH 11 were turned back to the City in 2oi8 in the <br /> condition, widths, etc. as they existed at the time. <br /> 5. The three projects relating to Housing will be added to 2oi9 City Work Plan. The <br /> City Administrator will be meeting with the Brainerd and Pequot Lakes HRA's in <br /> May, 2019. Grant monies are available for rehabilitation of a specific <br /> neighborhood.
