September 1, 2010 <br />Pequot Lakes <br />North Sluetter Road Improvements Study Proposal <br />Page 2of3 <br />As was stated in our Wildlife Trail study proposal, our efforts to assist the City in the preliminary <br />special assessment hearing slated for your December meeting are outside the scope of the <br />study. We can assist the City staff in preparing notices (the City would get the notice to the <br />newspaper and would mail out notices to property owners). We would prepare a handout / <br />presentation for,the preliminary special assessment hearing, and we would present at the <br />hearing and be available to assist during the question and answer period. The estimated fee for <br />these services (depends on the level of assistance needed) would be $950. <br />We recommend a separate meeting (maybe before your regular City Council meeting) for <br />special assessment hearings — they can take an hour depending on the level of public input / <br />questions. <br />Also, we recommend that the City Council discuss, and if possible, tentatively select an initially <br />preferred special assessment approach before December. We can then focus our presentation <br />around this approach (too many options can confuse people). <br />After the preliminary special assessment hearing, should the City want to move forward, we <br />would prepare a proposal for the City's consideration that would include field survey; design, <br />bidding, and construction phase assistance; and final assessment hearing assistance. <br />If you are in agreement with our proposed scope of services, please initial as appropriate, sign <br />below, and return one copy of this letter to us as our authorization to proceed.
