M September 1, 2010 The Honorable Mayor and City Council City of Pequot Lakes 4368 County Road 11 Pequot Lakes, MN 56472 RE: Engineering Services Proposal North Sluetter Road Improvements Study Dear Mayor and Members of the Council: Brainerd I Baxter 7804 Industrial Park Road PO Box 2720 Baxter, MN 56425 -2720 Tel: 218- 829 -5117 Fax: 218 - 829 -2517 As directed by the City Council at their August 3rd, 2010 meeting, we propose to study and prepare a feasibility report for improvements to North Sluetter Road from County Road 168 on the south to the intersection with Wildlife Trail on the north. Following are our proposed scope of services: • Confirm with Mike Loven that the existing ditch conditions are such that little or no drainage improvements are necessary, and that the width is such that little or no widening is necessary. • Calculate estimated quantities for the appropriate improvements using aerial photography maps from the County's GIS website or plat maps. • Calculate estimated construction and project costs. • Lay out a few special assessment scenarios, some of which would include a combined project with proposed Wildlife Trail improvements. • Prepare a letter report briefly discussing existing conditions (aerial photography maps from the County's GIS website or plat maps being an exhibit), possible and proposed improvements, estimated project costs, estimated special assessments, and conclusions and recommendations on next steps. Our effort to perform the above services will be a not -to- exceed fee of $1,825. We can complete the above services within 30 days of your authorization to proceed. Sometimes it is beneficial to list what our services do not include. If the City Council changes something such that the report needs to be adjusted, we would update the report as an additional service based on our attached hourly billing rates. Please note that our above services do not take advantage of a field survey. While we would save on this cost at this stage, a field survey does provide much better information from which better proposed cost estimates can be derived.
