Contact information <br /> '4 <br /> Name: Chuck Mackey <br /> � - _-- ----_- - - <br /> Email: � <br /> � _- _-- - ---- - _ - <br /> � <br /> ; Phone: <br /> I - <br /> i Address• 27040 Pine Cone Ln <br /> ' Pequot Lakes,MN 56472 <br /> From: Hansen,Kenneth(DOT) <br /> Sent:Tuesday,September 04,2018 4:02 PM <br /> To: <br /> Cc:Janisch,Laurel(DOT� <laurel.janisch@state.mn.us> <br /> Subject: RE:cf 15533-Hwy 371 at County Road 371 has visibility issues <br /> Good Afternoon Mr.Mackey, <br /> Thank you reaching out to us about your concern for the intersection of Highway 371 at Crow Wing <br /> County Road 29/Wilderness Rd.This intersection was reconstructed following the four-lane <br /> expansion of Hwy 371 which seen the speed limit on Hwy 371 raised to 65mph. <br /> I have been out to this intersection investigating the sight lines from both CR 29 and Wilderness Rd. <br /> From the east side of the intersection looking south there was well over 7 seconds (closer <br /> to 10 seconds) for a northbound vehicle to be seen to the point it reaches the intersection. <br /> Research has shown that 6.5 seconds is the 85�percentile gap selection-the point where <br /> 85%of drivers deem enough time will cross the intersection (in this case to the median). <br /> From the median (still westbound),there is somewhat of a sight restriction with a vertical <br /> curve.Tops of vehicles can be seen from a driver of a car and the sight line is open to the <br /> north of that restriction where I did not feel this was unsafe.The sightline for eastbound <br /> drivers is even greater than westbound drivers. <br /> We are in the middle of completing a speed study of the highway between Nisswa and <br /> Jenkins. Based on preliminary data, 65mph is likely the safe and appropriate speed limit for <br /> this area. 65mph is consistent with other four lane expressways in the state and is also the <br /> statutory speed limit for expressways.There is a safety issue if speed limits are set too low <br /> on a highway.Typically what will happen is that there is a small percent of drivers that will <br /> travel at the speed limit based on the signage alone while a larger majority will go a speed <br />
