S. Onsite Signs. <br />D. Residential Districts including Rural Residential, Transition Residential, Shoreline Residential, and Urban <br />Residential. <br />(1) Area Identification Signs are permitted by Conditional use Permit in the residential districts listed above and <br />must meet the following criteria: <br />(a) The size of the sign shall not exceed 32 square feet in area. <br />(b) The sign shall not exceed eight (8) feet in height, as measured from the existing ground elevation to the top of <br />the sign. Any landscaping, grading, structure, or other material that raises the level of the existing elevation of the <br />ground shall be included in the height of the sign. <br />(c) Any such sign shall be erected only on a corner lot at the intersection of local or collector streets with collector <br />or arterial roadways and only on property that is a part of the residential development identified herein. <br />(d) The sign shall be located on private property at the required setbacks for the zoning district, as detailed in this <br />Chapter. Placement of the sign shall include consideration for the maintenance of appropriate sight lines at the <br />intersection and shall not constitute an obstruction to traffic in the area. <br />(e) The sign shall include a landscaping plan to be installed and continually maintained by the owner of the <br />property on which the sign is located, pursuant to the requirements of this Section. <br />(f) No more than one sign per entrance to the development shall be allowed, with each sign meeting the provisions <br />contained herein. <br />(g) Any lighting of the sign shall be external, downward directional, and hooded so as to prevent glare and to <br />maintain the character of the neighborhood. <br />Section 17 -7.2 NUISANCE STANDARDS <br />1. Performance Standards. <br />A. Compliance Required. Every use permitted by this Chapter shall be so established and maintained as to comply <br />with the provisions of this section. The Planning Commission may require the complaining party to provide such <br />tests or investigations by an independent testing organization satisfactory to the Planning Commission as are <br />necessary to show non - compliance with these standards. The entire cost of such investigations and tests shall be <br />paid for by the complaining party unless the results disclose non - compliance with these standards; in that event, <br />the entire cost shall be borne by the owner or operator. This provision does not preclude the City from making any <br />investigations and tests it finds appropriate to determine compliance with these standards. <br />B. Noise. Noise shall be measured on any property line of the tract on which the source of the noise is located. <br />Noise shall be muffled so as not to become objectionable due to intermittence, beat frequency, shrillness, or <br />intensity. At the property line of the tract on which the source of noise is located, the sound pressure level of noise <br />radiated shall not exceed the following limits measured for 10% (L10) and 50% (L50) of a one hour period, using a <br />sound level meter having the characteristics as specified in standards endorsed by the American National <br />Standards Institute, specification for sound level meters, and using procedures approved by the State of Minnesota <br />Pollution Control Agency.
