6. The proposed fence is 7 feet in height while the ordinance has a 5 foot maximum `-' in the Rural Residential Zone. 7. The proposed sign for the business will be setback one foot from the Road Right of Way and is 92 sq. ft. (6' x 8' two sided) while typically only a three (3) square foot sign is allowed in residential zoning districts. 8. The use is an appropriate conditional use in the Rural Residential Zone. 9. The use with conditions, conforms to the comprehensive land use plan. 10. The surrounding properties are zoned Rural Residential and Forest Management. The proposed use is compatible with the existing neighborhood. 11. The use with conditions, will not be injurious to the public health, safety, welfare, decency, order, comfort, convenience, appearance or prosperity of the City. 12. Most activities at the facility will either be in the pole shed or fenced in area. The conditional use will not impede the normal and orderly development and improvement of surrounding vacant property for uses predominant in the area. 13. No new public facilities or services are required for the proposed use. 14. The proposed use will use existing vehicular approaches. Clients will be coming and going at different times throughout the day, as to not create traffic congestion or an interference with traffic on surrounding public thoroughfares. 15. There is sufficient off - street parking at the facility. 16. There will be no odor, fumes, dust, or vibration produced by the proposed use. There will be and influx of noise (dogs barking). The dogs will be housed inside from the hours of 10 P.M. until 6 A.M., so that noise will not be an issue during those hours. �-- 17. There are not any known natural, scenic or historical features of major significance at the property. 18. The conditional use, with conditions, will promote the prevention and control of pollution of the ground and surface waters including sedimentation and control of nutrients. Subject to the following conditions: 1. Not more than 25 dogs shall be boarded on the property at any given time. 2. All dogs shall remain within the indoor kennels from the hours of 10 P.M. until 6 A.M.; drop off and pick up shall be limited to 7:30 AM to 5:30 PM. 3. A person responsible for the operation of the facility shall be on site whenever the dogs are allowed outside of the indoor kennel. 4. The grooming operation shall be allowed, but only as an accessory use to the boarding facility. If the boarding facility is discontinued, the grooming facility shall be likewise discontinued. 5. A licensed sewage treatment system designer /inspector shall review the existing system and provide written certification to the City that the sewage treatment system is adequate for the proposed use. 6. A solid fence shall be built along north side of property with 20 foot extensions on either end. 7. A maximum of 5 dogs shall be allowed outside at any one time with an attendant.
