City Council Minutes August 17, 2010 Page 3 of 11 ---------------------- - - - - -- The Council requested to see the difference between levels 1 and 2 for Community Growth's service and to consider the impact this would have on planning and zoning. • E911 Address Fee Budget presented by Dawn Bittner. The proposed 2011 E -911 Address budget is $500 which represents a zero budget increase from the 2010 budget. The Council made no changes to this budget. • Police Budget presented by Acting Chief Petersen. The proposed expenditures in the 2011 Police Budget are $565,520. This is an increase of $15,630 from the 2010 budget. The major increases in this fund relate to wages, PERA, insurance, fuel, repair /maintenance /services, and capital outlay carryover for radios. The Mayor noted that when the three funds are combined (general fund, community policing, and debit service for autos), the total Police Budget is $611,250. The Mayor stated that this is too high and that she would like to see a $100,000 reduction in the police budget. Mayor Adams stated that the person in charge should be the person who makes the decision on how to eliminate $100,000 from the budget. Discussion was held about the possibility of reducing the police staff and using the Sheriffs office for coverage. Dave Sjoblad stated that he feels the County does not have enough officers to cover. He suggested sharing officers with surrounding cities. It was the consensus of the Council to cut approximately $100,000 from the Police Budget. It was also suggested that additional revenue from contracting with other cities could help in reducing the budget. • Civil Defense Budget presented by Acting Chief Petersen. The proposed 2011 Civil Defense budget is $4,790. This is a $290 increase from the 2010 budget. 11-.� The Council suggested that this could be a possible cut if necessary.
