Cable Commission Minutes <br />July 26, 2010 <br />Page 2 <br />Bruce Galles suggested awarding four scholarships instead of two considering the fact <br />that funds are available. Schmid concurred and stated he would like to consider <br />increasing the amount of the scholarship grant. <br />Durand noted that there were no applications received from Pine River or Backus <br />schools. It was noted that Pine River Pequot, Brainerd, and Crosby schools were included <br />in the commission area. Schmid suggested providing a map of the service area with the <br />applications. Galles stated that he could get a map. <br />Durand suggested putting the scholarship information on the public access channel. <br />Galles suggested a press release regarding the two scholarships that were awarded this <br />year. <br />ADAMS MOVED TO OFFER FOUR $1,500 SCHOLARSHIPS FOR 2011. HAFF <br />SECONDED THE MOTION. MOTION CARRIED 10 -0. <br />Franchise Fee Distribution <br />Galles reviewed the 2009 Franchise Fees received by each community. Galles suggested <br />that distributions be made according to percentage due to the fact that Breezy and Pequot <br />have largest amount of funding. <br />GALLES MOVED TO ALLOCATE $15,000 TO BE DISTRIBUTED AMONG <br />COMMUNITIES IN THE RATIO THE FUNDS WERE CONTRIBUTED <br />REFERENCING THE 2009 FRANCHISE FEE DISTRIBUTION FORM <br />PRESENTED AT THE MEETING. OLSON SECONDED THE MOTION. <br />Franchise Renewal <br />Discussion was held about whether funds should be budgeted for an attorney to discuss <br />franchise renewals. It was the consensus that funds need not be budgeted for this purpose. <br />Galles suggested forming a committee to discuss the franchise. Olson and Schmid offered <br />to assist Galles with the franchise renewal. <br />2011 Franchise Fees <br />Galles noted that currently the Commission receives a 1 % franchise fee. It was the <br />consensus of the Commission to keep the franchise fee at 1 %. The commission did not <br />feel it was necessary to pass on an extra cost to consumers at this time. <br />LUBKE MOVED TO KEEP THE FRANCHISE FEE AT 1 %. HAFF SECONDED <br />THE MOTION.
