M <br />conditioned. The night time issue of barking is a non - event. The number of dogs outside <br />has been addressed. <br />Mr. Habein stated that they also stopped at the proposed facility and noticed that they are <br />putting in windows up high and these are for light only. They had talked with the <br />manager at Northland Pet Lodge and he said that is a no no for noise. The windows will <br />project noise. Use sky lights instead. That way the noise goes up and not out. There <br />were no dogs being exercised outside when they were at Northland. <br />Mr. Adams further stated that Northland Pet Lodge is also in Crow Wing County and as <br />directed by the County, the waste is picked up during the day, stored in containers and it <br />is removed once a week. The same rule would apply to this area also, collected, bagged <br />and put in a dumpster. <br />Mrs. Seils asked if someone would be living in the house. Mr. Garland stated after the <br />last meeting he contracted with the tenant in the house to be the through -night security. <br />The Garlands will be monitoring with closed circuit television. The tenant has had a <br />kennel for many years, has raised and trained field dogs and has experience with dogs. <br />Mr. Hallan asked how we can address the 7 -foot fence when the ordinance only allows 5 <br />feet. Mr. Garland stated there will be a solid barrier in the back and probably at the <br />corners, maybe 20 feet in, but the whole back fence line will be solid. Mr. Hallan stated <br />that Mr. Garland would be operating under a CUP so anything he can do to be a good <br />neighbor is important. <br />Chairman Woog asked if the fence would be one foot in the ground with 6 feet above. <br />The Staff Report states it will be screened all the way around. Mr. Garland stated that it <br />depends on the cost. <br />Mr. Marohn stated the Staff Report is incorrect. Their understanding of the application <br />was that the fence would be nontransparent. The applicant indicated last month that the <br />fence would be transparent. They are now stating the north side and 20 feet in as being <br />nontransparent. Mr. Garland stated the fence will be 6 feet; there is an old glacier there <br />and it is all rocks. The fence will be placed close to the ground and the dogs won't be <br />able to dig down. Staff would also be out there. <br />Mr. Pederson stated dog escape had been brought up and asked Mr. Garland to address <br />dog escape, digging and visibility. Mrs. Garland stated that there will only be one gate in <br />the whole fence and will have concrete so they can't dig out. The only place they could <br />dig is the gate. There will always be Staff out there. <br />Mr. Pederson also stated it is heavily wooded to the east of the fence line. He advised <br />keeping that area wooded to help with the screening and potential noise. Measuring from <br />the building to the east lot line is 380 feet and is all woods. There could be a condition <br />added to have that area remain woods. There should be nontransparent screening to the <br />north. The number of dogs outside needs to be in recommendation, too.
