She needed to get a CUP for a beauty shop and it has worked out well. Some of her neighbors were concerned because of traffic; conditions were included on the number of cars parked there. It has worked out fine. She would like them to have a chance to prove it will work. Public Comment closed. Mr. Hallan stated that he did not attend the meeting last month. We all make judgments on personal experiences. The kennel where he boards his dogs only accepts dogs from 8 AM to 9 AM and 3 PM to 4 PM. The dogs are kept inside and are taken out individually or his two dogs together. We need to be cognizant of the neighbors.`''' He is concerned with the hours. Will dogs come and go anytime during that stretch? Mr. Garland stated that the hours may vary; there may be certain times for drop off and the same thing at night. It would depend on the dogs, probably 4 to 5 with a staff person outside. At no time would any dogs be outside by themselves; it would time to socialize and play, not just to potty. It would be a playful time with slides, tunnels and balls. They will be hiring staff to play with the animals. They would take 4 or 5 out for about an hour; then another group would go out. It is hard to speculate that all 25 dogs would be boarded. LaRee Garland stated at the Pet Parade there were 45 dogs and there was hardly any barking. People were controlling them. That is the situation we will create. Someone will be with them to make sure they are acting in an appropriate way. Mr. Hallan stated regarding Karen Ettesvold's CUP, that was for a Home Occupation. This is an independent use. Mr. Adams stated that yesterday he and Mr. Habein drove over to Crosslake to Northland Pet Lodge referred to earlier. They talked to the owners and they can accommodate up to 75 dogs. As they were standing outside the door they could hear no sound coming out of the building. Once inside, in the boarding area the dogs were barking. Externally you could hear nothing 2 feet from the door.
