a. where does the street terminate; <br />`- b. what does it look like at the end; <br />c. what is the connectivity; <br />d. area parks accessible. <br />We need to develop a new mind set. <br />In the rural area development along the lakes creates a surplus of tax revenue. There are <br />narrow lots with narrow roads. The roads have gotten wider and changed the character of <br />the neighborhood and have become more expensive to maintain. The need to commute <br />has increased access. <br />We need to change the road standards in the rural area, shift lot sizes and put in place <br />codes stating the infrastructure is going to be maintained by the property owners, not the <br />City. This could be included in the strategies. <br />Redevelopment occurs with code changes — no big signs, no parking lots, no drive thru's. <br />It's a neighborhood. The Housing and Redevelopment Authority could kick start each <br />block, one at a time. That will drive the development along that block, creating a higher <br />tax base. The code changes should be specific instead of general, such as requiring curb, <br />gutter, sidewalks and possibly tree lined streets. Inserting two pictures of the different <br />types of development would be helpful. <br />Infrastructure Section — <br />Mr. Marohn will submit a draft of the new section next month. <br />Chairman Woog opened the PublicHearings. <br />PUBLIC HEARINGS: <br />APPLICANT: Jeff Garland, L & J Investments <br />Applicant requests a Conditional Use Permit for a Dog Boarding/Daycare Business <br />(Reconsideration) <br />A motion was made by Scott Pederson, seconded by Tom Adams, to reconsider the <br />Conditional Use Permit request for a Dog Boarding/Daycare Business. All members <br />voted "aye ". Motion carried. <br />Mr. Marohn explained that the Planning Commission is taking a second look at the facts <br />and that the Staff Report has not changed and includes the same Findings of Fact and <br />Conditions as last month. The Planning Commission will consider new information. <br />Applicant was present, as well as his attorney, Lonny Thomas. <br />Chairman Woog stated there have been letters received from George Selvestra, Realtor <br />Ken Olson, Harly Simchuck and Deb Brown.
