MINUTES <br />`- PEQUOT LAKES PLANNING COMMISSION <br />REGULAR MEETING <br />JULY 15, 2010 <br />OR <br />PRESENT: Tom Adams, Bill Habein, Mark Hallan, Scott Pederson, Cheri Seils and <br />Tom Woog. ABSENT: Deb Brown and John Derksen. <br />CITY PLANNER: Charles L. Marohn, Jr., PE, AICP <br />ZONING ADMINISTRATOR: Dawn Bittner <br />COUNCIL LIAISONS: Craig Nagel and Dave Sjoblad. <br />The meeting was called to order by Chairman Woog at 5:33 p.m. <br />COMPREHENSIVE PLAN UPDATE DISCUSSION: <br />Economic Development Section — <br />Mr. Marohn explained that the changes from last month are in red and there is added <br />language in Financial Incentives to broaden the tone of the paragraph. <br />The Planning Commission discussed items 3 and 5 of Financial Incentives. After much <br />discussion regarding the definition of competition and whether or not subsidy should be <br />given to a competing business, it was the consensus of the Planning Commission to <br />remove item 3. <br />The key to import replacement is using local services. <br />Housing Section — <br />Neighborhood Design is expanded as a sidebar. How do we affect the change to a <br />different neighborhood style? It would be one house at a time. <br />If you look at where we spend money on infrastructure maintenance, where we are <br />obligated to spend the highest dollar amount we have in the ground is in the downtown <br />area. The least amount per property is in the rural areas. The lowest intensity or value of <br />property is where we have the highest amount of investment, the neighborhoods within 6 <br />blocks of our downtown. We need to improve the return on our investment here, in the <br />center. Streets were designed with a pattern, wide with nothing else. We would need to <br />convert back to a neighborhood design with narrow streets and a boulevard with <br />sidewalks. It would take more money but you will see a greater value on the return. <br />Investment needs to grow.
