He is opposed to dog kennel <br />`-- operation based on noise concerns. <br />Rob Voss, 31194 Eastwood Drive — He is concerned about the noise. He has a couple of <br />pets also. What would be done with the dog excrement from 25 dogs? They are allowed <br />.5 animal units per acre which would allow 2.5 animals on a 5 acre parcel. This is much <br />more with 25 dogs. He is opposed to it passing. <br />Mr. Derksen stated he received several calls. Without someone living on the property, <br />what is the plan if something happens? There is a closed circuit TV, but what happens if <br />the dogs get out? 6 AM is way too early and 10 PM is way too late. <br />The Garlands stated they will be monitoring the closed circuit TV constantly and they <br />will be there after hours cleaning, etc. They hope that in the next year or so an employee <br />would be living in the house and take care of things after hours. The times were based on <br />other boarding kennels. Older dogs have to go out more often. The waste will be <br />cleaned up daily. It will be disposed of. It will be bagged and sealed, collected for a <br />week and hauled with garbage. It won't smell. <br />When asked Mr. Garland stated that there would be both overnight boarding and daycare, <br />approximately 18 — 20 overnight. When they are outside most would be off leash. Only <br />3 or 4 would be outside at one time. Staff can't watch more than 3 or 4 dogs at a time. <br />The dogs would be socializing, playing with toys and apparatuses and staff. They usually <br />are very quiet at night as they play all day. There is an indoor play area as well. There <br />will be 2 employees to start with. During the day there would be about 3 to 5 dogs out at <br />a time, not 25. A staff person would be with them. <br />When asked, Mr. Garland stated that the 15 to 17 runs would be inside, not outside. <br />Leaving the dogs alone creates the barking scenario; the dogs will be playing with staff <br />and socializing deterring the barking. The fence is planned to be 400 linear feet chain <br />link type fence. <br />Mr. Garland stated the fence will not be screened. Mrs. Garland stated she has been a pet <br />groomer for 16 years, a Vet Tech for 8 years and has worked with animals forever. She <br />has taken classes in animal behavior and has experience with pet care. Inside the fenced <br />area will be another area for non - socialized dogs. The fence will be buried 1 foot in <br />ground with 6 feet above. The Ordinance requires 6 feet maximum above ground. <br />Mr. Woog stated the Ordinance limits the size of signs to 3 square feet. The size <br />requested is what is allowed in the Commercial zone. <br />Mr. Marohn explained the Ordinance provides for Animal Husbandry. A Boarding <br />Facility is a separate use. Animal Units do not apply to this request.
