June 18, 2010 <br />The Honorable Mayor and City Council <br />City of Pequot Lakes <br />4368 County Road 11 <br />Pequot Lakes, MN 56472 <br />RE: Engineering Services Proposal <br />Wildlife Trail Road Improvements Study <br />Dear Mayor and Members of the Council: <br />7804 Industrial Park Road <br />PO Box 2720 <br />Baxter, MN 56425 -2720 <br />Tel: 218 -829 -5117 <br />Fax: 218 - 829 -2517 <br />We understand the City has received a petition from some property owners along Wildlife Trail <br />Road asking that the City accept this as a City street and perform improvements to bring the <br />existing road up to City standards. <br />First, the City Council needs to determine whether this should be a City street or not. <br />Second, if the City Council determines this should be a City street, they need to determine <br />whether they are going to accept the petition from the property owners and order the <br />preparation of a report in conformance with special assessment procedures. <br />Third, if the City Council wants to proceed with the above step, they need to determine if the <br />report should be prepared by the City Engineer or other competent person (such as the Public <br />Works Supervisor). <br />Should the City desire us to prepare this report, following are our proposed scope of services: <br />• Discuss with Mike Loven, and other City staff as necessary, the existing conditions and <br />the appropriate improvements for a dead end roadway serving about 15 lots. <br />• Visit the roadway. <br />• Calculate estimated quantities for the appropriate improvements using aerial <br />photography maps from the County's GIS website or plat maps. <br />• Calculate estimated construction and project costs. <br />• Prepare a letter report briefly discussing existing conditions (aerial photography maps <br />from the County's GIS website or plat maps being an exhibit), possible and proposed <br />improvements (using a typical section as an exhibit), estimated project costs, estimated <br />special assessments using the City's special assessment policy, and conclusions and <br />recommendations on next steps. <br />engineering I architecture I land surveying I environmental services <br />
