City Council Minutes
June 5, 2018
-----------------------------
Dawn Bittner stated the Planning Commission was directed to amend the
sign ordinance to allow a minimum of two, double sided, billboard signs to
be placed on City property along State Highway 371. Ms. Bittner explained
the Sign Committee presented their ideas to the Planning Commission
who held two special meetings. The Planning Commission is
recommending the approval of the sign ordinance amendment as
presented.
COUNCIL MEMBER LOUKOTA MOVED TO APPROVE ORDINANCE
18-06 AMENDING SECTION 17-3.2 DEFINITIONS, SECTION 17-5.16
LAND USE MATRIX, AND SECTION 17-7.1 SIGNS. COUNCIL
MEMBER SWANSON SECONDED THE MOTION.
Council discussion ensued regardirag rezoning, variances, billboards
versus monument signs, and the restrictive language regarding posts and
lighting.
Doug Leckband, Planning Commission Member, addressed the Council
and strongly suggested the Council not change the recommendation from
the Planning Commission. He noted that the structure of the sign was
intended to be more restrictive and cautious afirst with the ability to
amend the ordinance in the future as needed.
Council Member Pederson inquired if the City wanted to put up a welcome
sign could they apply for a variance to make the changes needed. Justin
Burslie clarified that the Ci#y could apply for a variance and noted that a
monument sign is more of a public information sign and not an offsite or
billboard sign. Mr. Burslie added this ordinance pertains to billboard
signage only and there are other ordinances in place for informational
monument signs.
ON A ROLL CALL VOTE: COUNCIL MEMBER AKERSON —
ABSTAINED; COUNCIL MEMBER LOUKOTA—AYE; COUNCIL
MEMBER PEDERSON —AYE; COUNCIL MEMBER SWANSON —AYE;
MAYOR ADAMS—AYE.
