6.3. Comprehensive Plan Update <br /> Dawn Bittner stated the Planning and Zoning Department has reached out <br /> to many of the City's active community committees to collect comments and <br /> suggestions to update the Comprehensive Plan. Ms. Bittner asked that any <br /> input on the Transportation and Infrastructure sections be forwarded to her. <br /> Council Member Akerson inquired why the business emails were not used to <br /> communicate with the business owners. Ms. Bittner explained that at the <br /> time the emails were collected from the business owners they were only to <br /> be used to update the City's website. Nancy Malecha explained she is in <br /> the process of gaining approval from the business community to use their <br /> email addresses for future communication efforts that will be aligned with the <br /> Communication Manager. <br /> 6.4. Ordinance Amendment Reqardina Signs <br /> Dawn Bittner stated the Planning Commission was directed to amend the <br /> sign ordinance to allow a minimum of two, double sided, billboard signs to <br /> be placed on City property along State Highway 371. Ms. Bittner explained <br /> the Sign Committee presented their ideas to the Planning Commission who <br /> held finro special meetings. The Planning Commission is recommending the <br /> approval of the sign ordinance amendment as presented. <br /> COUNCIL MEMBER LOUKOTA MOVED TO APPROVE ORDINANCE 18- <br /> 06 AMENDING SECTION 17-3.2 DEFINITIONS, SECTION 17-5.16 LAND <br /> USE MATRIX, AND SECTION 17-7.1 SIGNS. COUNCIL MEMBER <br /> SWANSON SECONDED THE MOTION. <br /> Council discussion ensued regarding rezoning, variances, billboards versus <br /> monument signs, and the restrictive language regarding posts and lighting. <br /> Doug Leckband, Planning Commission Member, addressed the Council and <br /> strongly suggested the Council not change the recommendation from the <br /> Planning Commission. He noted that the structure of the sign was intended <br /> to be more restrictive and cautious at first with the ability to amend the <br /> ordinance in the future as needed. <br /> Council Member Pederson inquired if the City wanted to put up a welcome <br /> sign could they apply for a variance to make the changes needed. Justin <br /> Burslie clarified that the City could apply for a variance and noted that a <br /> monument sign is more of a public information sign and not an offsite or <br /> billboard sign. Mr. Burslie added this ordinance pertains to billboard signage <br /> only and there are other ordinances in place for informational monument <br /> signs. <br /> June 2�, 20�8 Staff Report Page 2 <br />
