Chair Hallan reminded the Planning Commission that this group has been asked to <br /> review adoption of the State Building Code and a Rental Property Policy and both were <br /> defeated. <br /> Bittner suggested one addition to the suggested language for F.xterior Maintenance. <br /> Number 2, Standards, should state"A building,fence, or other structure is a public <br /> nuisance if it does not comply with an o the following requirements:" <br /> Curt Johnson asked what property classification this applies to. Mr. Burslie stated it <br /> would apply to all classifications. Mr. Johnson stated there are faith-based <br /> organizations that could help those who maybe can't afford to repair their property. <br /> Chair Hallan stated some of the violations go on year after year and are a drain of staff <br /> resources. Planning Commission Member Leckband stated he supports Staff,but feels <br /> the Enforcement Policy is what we will need to tread lightly with. <br /> Chair Hallan asked if the Planning Commission Members had strong feelings about the <br /> attorney recommendations in the Staff Report. Planning Commission Member <br /> Leckband found those recommendations very restrictive. Planning Commission <br /> Member Birch concurred and stated it promotes being bad neighbors. <br /> Chair Hallan stated he would entertain a motion to approve as Staff has outlined, see <br /> how it works and can always make more inclusive later. <br /> A motion was made by Planning Commission Member Wilson, seconded by <br /> Planning Commission Member Leckband,to recommend the City Council <br /> approve the ordinance amendment as presented by Staff. Motion passed 4- <br /> i (Birch). <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests an Ordinance Amendment regarding the Land Use <br /> Matrix <br /> Mr. Burslie explained the Staff Report. There have been times when a use has come <br /> before the Planning Commission for a Conditional Use Permit when it really should <br /> have been a permitted use. Staff is proposing additions to the matrix that would allow <br /> more uses.
