Chair <br /> Hallan stated the cost is too high to extend water and wastewater to those locations. <br /> Planning Commission Member Leckband pointed out the analysis bullet points refers to <br /> the 2004 plan. We need comments on this and asked if comments can be collected from <br /> other individuals. Mr. Burslie asked him to send them to Zoning Specialist Bittner. <br /> Planning Commission Member Birch stated the former spray irrigation field indicates <br /> Light Industrial. We have looked at some type of development for this area and <br /> wondered if that area should be Commercial instead. Mark Jurchen, EDC Chair, stated <br /> the zoning should transition from the Light Industrial in the north into some type of <br /> Commercial in the south. It should be kept flexible. Mr. Burslie stated the City will be <br /> looking at the zoning in the future. <br /> Housing Section <br /> Mr. Burslie stated he would like to discuss the policies and move onto the action items. <br /> One of our goals is to shorten the Comprehensive Plan. There is a lot of information <br /> contained in the current Plan and we want to condense it and make it a more easily <br /> readable document. Mr. Burslie read each Policy. <br /> Mr. Burslie pointed out Staff needs to research the senior housing policy as indicated in <br /> red. Mr. Johnson asked what the amenities would be. Mr. Burslie stated municipal � <br /> water and wastewater. It was the consensus of the Planning Commission that seniors <br /> are probably not the largest demographic unit in our community. � <br /> Mr. Burslie read the Action Items. These Items support the policies above. I' <br /> Planning Commission Member Leckband asked if there are minimum standards that <br /> private roads are required to be built to. There are times when the City is asked to take <br /> over a private road. Mr. Burslie explained that private roads are not allowed in new <br /> platted areas. The road would need to be 66 feet wide and built to city specs. <br /> Planning Commission Member Birch asked if Community Supported Agriculture (CSA) <br /> are still relevant. Curt Johnson, Ideal Township Supervisor, stated they have a very <br /> active coop which is spurring on the development of a community garden. He would <br /> suggest it is on the horizon. Mr. Burslie stated these do not relate to zoning,but can be <br /> included in the Plan. Planning Commission Member Birch said he would be open to <br /> including a community garden as well. <br /> Curt Johnson, also a member of the Region Five Board of Directors, said there is <br /> tremendous support for CSA's. It is an upward trend. <br /> Mayor Adams questioned why private roads are included in the Plan when we don't <br /> have them?
