After reviewing all proposals and options and discussing with Nancy Malecha and <br /> Mike Loven, my recommendation to the Cifiy is to proceed with Option 1 on page <br /> 6 of the SLE proposal. I want to make clear that all of the proposals will do the <br /> job, however, we feel SLE Option 1 has the most long term value. It would <br /> provide City/PRASD staff with an operator interface both in the office and next to <br /> the filter for easy access and operation while performing maintenance to the <br /> filter, wells, valves, etc. Also, IPS and SLE Option Z proposals reuse the existing <br /> Input/Output modules in the filter room. These would eventually need to be <br /> replaced once obsolete and the program would have to be adjusted again, <br /> resulting in more future cost. Lastly, the SLE Option 1 includes the Rockwell <br /> programming software which would give the City more long term flexibility and <br /> support. <br /> It is estimated that the WTP treatment process would be down for one day while <br /> these upgrades are made. City water usage and our operators' work load are <br /> generally lower during the winter months than in summer. For these reasons, we <br /> would recommend that the City Council approve SLE Option 1 to begin in January <br /> of 2019.
