� <br /> � <br /> i <br /> Pequot Lakes City Council, 'i <br /> The process control system in the City's water treatment facility was installed in <br /> the late 1990's and is due for some upgrades. Overall the process continues to � <br /> work as designed, however, some of the Programmable Logic Controller <br /> hardware, programming software, and radio communication is outdated and <br /> nearing the end of its serviceable life. <br /> Over the past year or so I have been working with Spring Lake Engineering (SLE) to <br /> identify the process hardware and programming that need to be brought up to <br /> date. During that time, SLE provided us with a feasibility study that recognizes <br /> those areas needing improvement and estimated costs involved. Naturally, they <br /> were also interested in working for the City to complete these improvements. <br /> Another company, Integrated Process Solutions (IPS), was contacted by WSN to ' <br /> give us their recommendation for upgrades. After meeting with City staff and , <br /> WSN, they submitted a proposal to us in late February. In April, SLE submitted a � <br /> proposal with two options; one that follows the scope that was discussed with � <br /> WSN and fPS, and another that they and another sub-contractor of theirs (Total <br /> Control Systems) are recommending to the City as the best, most supportable, <br /> long term upgrade to the process control system. <br /> I've included proposals from both companies and also some of the highlights of <br /> the feasibility study that SLE put together. IPS, SLE, and Total Control Systems <br /> (TCS)would all come highly recommended from me and others in the industry. <br /> The City has a TCS panel at its Industrial Park lift station that has given us no <br /> probtems in 14 years of operation. We (PRASD) have worked with IPS on a <br /> smaller but similar water plant upgrade in another small community water system <br /> we operate. Their staff was very knowledgeable and easy to work with and the <br /> upgraded controls they installed have worked flawlessly since they were put in <br /> back in 2014. <br />
