b. SuperValu Landscape Plan - <br />Mr. Marohn explained that SuperValu would like to remove the shrubs and trees along <br />the south side of the building and place sidewalk in that location. The trees break up the <br />structure size and they should provide architectural drawings how they plan to enhance <br />that wall, such as a stripe or mural. <br />The Planning Commission agreed to allow the trees and shrubs to be moved to the <br />southwest area and replace with sidewalk, keep the shrubs on the peninsula and have <br />Staff approve the wall enhancement. <br />OLD BUSINESS: <br />a. Ethics Policy — <br />The Planning Commission understands where this conversation came from; they can be <br />neutral and they should be open to people coming to them. They don't need a written <br />policy and should use common sense. Not everyone is comfortable coming to a meeting. <br />Rather than having a policy, an annual rules and responsibilities discussion could be held <br />to understand what to do as an appointed official. One will be held at an upcoming <br />meeting. <br />b. Comprehensive Plan Discussion <br />i. Community Character <br />ii. Natural Resources <br />iii. Recreation_ <br />APPROVAL OF MINUTES: <br />A motion was made by Deb Brown, seconded by Bill Habein, to approve the March <br />Minutes as corrected. All members voted "aye ". Motion carried. <br />ZONING ADMINISTRATOR'S REPORT: <br />Bittner pointed out the 3 permits issued and the 16 pieces of correspondence. The <br />following Potential Violations/Enforcement Actions were discussed: <br />1. Delbert and Cherry Nelson — Staff reported they have 4 pugs, a lab and a basset. <br />Noise from barking seems to be the problem and the property owner will need to <br />minimize the barking. Suggestions were bark collars or obedience training. If the <br />nuisance goes away, the complaint goes away. <br />2. Virgil Dahl — Staff reported that she and the Police Chief visited Mr. Dahl <br />recently. They agreed that all exterior storage will be removed by June 15, 2010. <br />Mr. Dahl is willing to sign an agreement. <br />ADJOURNMENT: <br />Minutes 6 <br />Pequot Lakes Planning Commission <br />April 15, 2010 <br />
