April 24, 2o�s WIDSETH <br /> , SMITH <br /> NOLTING <br /> Brainerd!Baxter <br /> 7504 Industrial Park Road <br /> Honorable Mayor and Council Members Po�X2�2o <br /> City of Pequot Lakes eaMer,MN 5642�r2720 <br /> 4638 Main Street 2'-8.a�s.511' o <br /> Pe uot Lakes, MN 56472 218.829.2517 B <br /> q BrainerdC�wsn.us.com � <br /> WldsethSmith Nolting.com <br /> RE: Proposal for Study of Utilities and Roadway Extensions <br /> South of Derksen Road Between Paul Bunyan Trail and 41ane Hwy 371 <br /> Pequot Lakes, MN <br /> Honorable Mayor and Council Members: <br /> As requested,WSN is pleased to present our proposal to study the extension of sanitary sewer, <br /> watermain, storm drainage, and roadways south of Derksen Road associated with a conceptual <br /> Layout 3 of the Pequot Lakes Business Park being worked on by the Ciiy's Economic <br /> Development Commission (EDC). <br /> We are proposing to perform the following tasks: <br /> • Use Crow Wing County GIS contoured mapping, or other publicly available mapping, to <br /> prepare a base map(i.e. no topographic filed survey. <br /> • Overlaying Layout 3 onto this base map. <br /> • Extend gravity sanitary sewer as far south as possible from the existing manhole at Derksen <br /> Road and Morehouse Drive. <br /> • After extending the sanitary sewer as far south as possible by gravity, review the parcels <br /> remaining and the general feasibility of either individual grinder pumps at each parcel or <br /> whether a new City lift station would be appropriate (using best engineering judgement and <br /> not performing an overall lift station siting study for this part of the City). <br /> • Extend watermain south. <br /> • Identifying natural low areas and their corresponding tributary areas to set aside space for <br /> suitable infiltration basins—or, in conjunction with the next step, combining them into as few <br /> basins as possible. <br /> • Preliminarily laying out a storm drainage system discharging into the above infiltration <br /> basin(s). <br /> • Extend new roadways south, looking at both curb and guttered roadways and ditch-lined <br /> roadways. <br /> • Estimate quantities for the above improvements. <br /> • Develop preliminary"per unit level"cost estimates for the above improvements, also <br /> including estimated non-construction project costs. <br /> • With input from Staff and the EDC, distribute these costs amongst the parcels. <br /> • Prepare a Study document containing the above information. <br /> Besides overall budgeting, one use for this Study will be to include the information in marketing <br /> materials. It will help prospective buyers develop their financial plan to create viable, long-term <br /> businesses for the City. <br /> Engineering i Architecture � Surveymg i Environmental <br />
