thereon, to improve their visual appearance, the City Attorney recommends that the <br /> City adopt specific, objective standards in an amended exterior maintenance <br /> ordinance. For example, such an ordinance could require that exterior paint be <br /> maintained and reapplied as necessary to provide a uniform coating without <br /> chipping, and that the exterior cladding on all structures be maintained so as to be <br /> watertight. The difficulty in enforcing the existing ordinances quoted above is that <br /> they rely on subjective determinations (i.e. "acceptable manner") or reference <br /> "community standards" that are nowhere articulated. <br /> Council Action ReQuested: If the Council wishes to require a minimum standard <br /> of exterior maintenance on structures within the City, it will be necessary to amend <br /> Section 17-7.4 and/or 17-7.6 to include the specific, objective standards the City <br /> wishes to enforce. Depending on the Council's direction, staff will work with the <br /> City Attorney to prepare any requested ordinance amendment for the Planning <br /> Commission's consideration at a future meeting. <br />
