Assignment of Tax Abatement Agreement/SuperValu <br />The Clerk stated that Paul Sandelin has prepared an assignment of tax <br />abatement agreement by Quisberg to Bremer Bank for collateral for the <br />financing for the grocery store. She stated that the Tax Abatement <br />Agreement does allow for an assignment such as this (it is standard <br />operating procedure for a bank to request this as collateral for its loan with <br />a developer). She indicated that Paul Sandelin has reviewed the <br />assignment and consent and has indicated that everything is in order. <br />MAYOR ADAMS MOVED TO APPROVE THE ASSIGNMENT OF TAX ABATEMENT <br />AGREEMENT FOR SUPERVALU. COUNCIL MEMBER RYAN SECONDED THE <br />MOTION. MOTION CARRIED 5 -0. <br />11.3. Fitness Room Policy <br />The Clerk presented the Council with a draft of the fitness room policy. <br />She explained that the Mark Jurchen assisted in drafting of the policy. <br />Mark Jurchen was present and discussed the document. He noted that the <br />policy allows employees to bring one guest per visit. The policy also limits <br />the use to non - working hours. Mark stated that the policy includes a <br />waiver which waives the right of litigation against the City. <br />COUNCIL MEMBER NAGEL MOVED TO APPROVE THE FITNESS <br />ROOM POLICY. COUNCIL MEMBER SJOBLAD SECONDED THE <br />MOTION. <br />Council Member Ryan stated that the policy does not mention a penalty <br />for violating the rules. <br />COUNCIL MEMBER RYAN MOVED TO AMEND THE MOTION TO ADD <br />A PENALTY SECTION TO THE POLICY WHICH STATES: <br />VIOLATION OF RULES — A SECOND VIOLATION OF A RULE IN <br />REGARD TO THE FITNESS POLICY OR FAILURE TO SIGN THE <br />RELASEIWAIVER WILL RESULT IN SUSPENSION OF USE OF THE <br />FITNESS ROOM. MAYOR ADAMS SECONDED THE AMENDMENT. <br />THE AMENDMENT CARRIED 5 -0. <br />THE MOTION AS AMENDED CARRIED 5 -0. <br />11.4. Temporary Expansion of Premise License <br />
