City of Pequot Lakes <br /> Road Construction Specifications <br /> All improvements of roads within the right-of-ways shall be planned for and accomplished in <br /> accordance with current highway design standards and as defined by the following minimum <br /> construction standards: <br /> 1. Sufficient clearing and grubbing shall be done to provide adequate snow storage area <br /> during winter maintenance. Generally,the entire right-of-way shall be cleared except to <br /> save desirable timber and other vegetation. Stumps and debris shall be properly disposed <br /> of outside the limits of the roadbed, and all rocks larger than three inches (3") shall be <br /> disposed of by burial outside the limits of the roadbed. <br /> 2. The roadbed shall be constructed in the center of the platted right-of-way except under <br /> extreme conditions where a minimum of twenty feet(20') shall be maintained from the <br /> centerline of the roadbed to the right-of-way limits. <br /> 3. The roadbed width shall be twenty-four feet(24'), shoulder to shoulder with a twenty-two <br /> foot(22')paved driving surface. It shall be adequa.tely crowned to drain surface water <br /> laterally to prevent standing water from saturating the roadbed. <br /> 4. Care shall be ta.ken in the selection of soils used in the construction of embankments <br /> insofar as possible,using the best materials available for the upper portion of the <br /> embankments and the proper soils placed in the lower portion. Unsuita.ble soil (such as <br /> swamp materials) shall be disposed of outside the roadbed shoulder lines.Embankments <br /> sha11 be constructed in layers not to exceed six inches (6") in plastic soils or twelve inches <br /> (12") in non-plastic soils,with proper compaction applied to each layer until no evidence <br /> of further consolidation e�sts. Embankments constructed over low wet areas shall be <br /> placed in one lift to an elevation at least one foot(1')above water elevation before <br /> proceeding with layer construction as previously defined. <br /> 5. Side ditch and embankment construction shall provide adequa.te roadbed drainage, <br /> including installation of centerline culverts as required. Inslopes shall not be construction <br /> steeper than three feet(3')horizontally to one foot(1')vertically(3:1), except in <br /> extremely high fill sections where a 2:1 slope may be accepta,ble. Backslopes shall not be <br /> constructed steeper than two feet(2')horizontally to one foot(1')vertically(2:1), and the <br /> top of the backslope sha11 be blended into the natural ground line. On all roadbed cut and <br /> fill areas in excess of seven feet(7'), additional right-of-way or slope easements sha11 be <br /> considered in order to construct proper slopes to prevent serious erosion. <br /> Adopted by City Council Apri17, 2015 1 <br />
