M <br />City Council Minutes <br />February 1, 2010 <br />Page 4 of 8 <br />COUNCIL MEMBER RYAN MADE A MOTION TO ADOPT <br />ORDINANCE 10 -03 RELATING TO LIQUOR LICENSES WITH THE <br />REMOVAL OF THE REFERENCE TO THE NUMBER OF TEMPORARY <br />EXPANSION LICENSES ALLOWED. COUNCIL MEMBER NAGEL <br />SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />COUNCIL MEMBER RYAN MOVED TO APPROVE SUMMARY <br />PUBLICATION OF ORDINANCE 10 -03 RELATING TO LIQUOR <br />LICENSES. COUNCIL MEMBER NAGEL SECONDED THE MOTION. <br />MOTION CARRIED 5 -0. <br />5.5 TH 371 Mill and Overlay Project — <br />City Attorney Sandelin explained the City has received notice of a MN/DOT <br />improvement project that will alter the access at First Street and CSAH 11. The <br />project was originally scheduled for 2012 and could be constructed in 2010 <br />should stimulus money be obtained. MN/DOT does not need municipal consent; <br />they are seeking input from the City. <br />COUNCIL MEMBER SJOBLAD MOVED TO WRITE A LETTER OF <br />SUPPORT TO MN/DOT FOR THE CLOSURE OF THE ACCESS AT <br />�-' FIRST STREET AND CSAH 11. COUNCIL MEMBER MALECHA <br />SECONDED THE MOTION. <br />Northern Food King has not moved forward with redevelopment plans. There <br />will be maintenance issues with closing First Street. Public Works Supervisor <br />Loven stated the street could be a dead end and plow snow straight in and back <br />out. He also stated it would be more beneficial to NFK than as a city street; <br />he suggested giving it to NFK and SuperAmerica and the City would not have the <br />maintenance issues. <br />When asked, longtime area resident Jack Schmidt stated that intersection has been <br />a safety issue for many years. He suggested that NFK will benefit from the added <br />property. <br />It was suggested that rather than closing the access, there may be a better design <br />that wouldn't require it be closed, such as a one -way street. <br />MOTION CARRIED 5 -0. <br />6. Planning and Zoning Report: <br />Report received by Council. <br />
