December 23, 2009 <br />The Honorable Mayor and City Council <br />City of Pequot Lakes <br />4368 County Road 11 <br />Pequot Lakes, MN 56472 <br />RE: Engineering Services Proposal <br />West Lake Street Improvements <br />Dear Mayor and Members of the Council: <br />Brainerd I Baxter <br />7804 Industrial Park Road <br />PO Box 2720 <br />Baxter, MN 56425 -2720 <br />Tel: 218.829.5117 <br />Fax: 218.829.2517 <br />www.wsn.us.com <br />In discussions with Mike Loven, Public Works Supervisor, we understand that the City is <br />considering reconstructing West Lake Street in 2010. <br />At this point, improvements under consideration for the West Lake Street project area include: <br />• Reconstruction of the roadway with provisions for on- street parallel parking in both <br />directions and sidewalk on at least one side <br />• Facilities to handle storm water runoff from the street <br />`-- • Replacement or at least insulation of an older, shallow sanitary sewer line <br />• Replacement or at least insulation of an older, undersized, dead end water distribution <br />line <br />A preliminary investigation of the existing conditions within the project area reveals the following <br />challenges in accomplishing the improvements considered for the area: <br />Other than a parcel that covers roughly 20% of its west end, it appears that no City <br />Right- of-Way exists for West Lake Street. The remainder would seem to be available for <br />use by the City strictly through prescriptive easement. <br />There is no readily apparent and convenient area to store, treat, and infiltrate storm <br />water runoff from the street. <br />There are indications that frequent pedestrian crossing of State TH 371 occur at its <br />intersection with West Lake Street despite a lack of pedestrian crossing facilities in this <br />area. Our understanding is that there may have been past requests by the City of <br />MnDOT for a crossing in this area which have not been acted upon. <br />We feel it will be prudent to address these challenges and find solutions for them prior to <br />undertaking the design and subsequent construction of the project.
