Call Meeting to Order <br /> The meeting was called to order by Chair Jurchen at 8:00 a.m. <br /> 2. Approve EDC Minutes <br /> COMMISSIONER LINDHOLM MOVED TO APPROVE THE SEPTEMBER <br /> 22,2017 ECONONIIC DEVELOPMENT COMMISSION MINUTES. <br /> COMMISSIONER LUBKE SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br /> 3. Broadband/Fiber Optic Needs Assessment for Business Sector <br /> Chair Jurchen pointed out the need to look at marketing of the Business Park <br /> expansion. He thanked Bob Perkins for his help and hard work on the Business Park. <br /> The primary purpose of the grants is to serve the unserved or underserved areas. This <br /> is especially important for the school in rural areas. We are looking for areas in our <br /> community that have the greatest potential for any return on investment. We need to <br /> look at the process for coming up with some form of survey or boots on the ground in <br /> this core area. <br /> Bob Perkins agreed that a Needs Assessment is the way to go. The City needs to look <br /> for locations that do not have internet or restricted areas. <br /> Sheila Haverkamp stated that Bill Coleman, a consultant with Blandin Foundation, <br /> might be a resource to provide a common survey used by other municipalities. <br /> Chair Jurchen pointed out the Comprehensive Plan directs the Grow Zone or the <br /> downtown area around Trailside Park as a key area for future development and <br /> investment of our infrastructure dollars. The Needs Assessment should take place in <br /> the Grow Zone. <br /> When asked, Dawn Bittner explained the approximate boundaries for the Grow Zone <br /> include East Sibley Street on the north, Front Street on the West, Dairy <br /> Queen/Lonesome Cotta.ge on the South and west of City Hall on the east. <br />
