It shall be unlawful to construct any on site wastewater treatment system on any lot <br /> or parcel of land in the city abutting on a public sanitary sewer with which <br /> - connections may be made, if said on site wastewater treatment system be within five <br /> hundred feet (500') of said public sewer. Construction of any new on site wastewater <br /> treatment system shall only be allowed after a permit has been issued by the city. <br /> The design and construction of any such on site system shall be in full compliance <br /> with all applicable state codes. All on site wastewater treatment systems either <br /> existing or constructed under the provisions herein established shall be operated <br /> and maintained as effective treatment systems. Correction and improvement of on <br /> site wastewater treatment systems shall be the responsibility of the owner and shall <br /> be accomplished as may be directed by the city. Refer to section 4.30 of the city <br /> code for additional requirements. <br /> b. No cross connections shall be allowed between private water supply systems and <br /> the city water system. <br /> 11. Solid Waste Storage: Every dwelling unit, rooming unit, and shared bath unit shall be <br /> provided with an adequate number of containers to hold the solid waste accumulated <br /> by such units until said solid waste is removed from the premises. <br /> a. One-And Two-Family Dwelling Units: For one- and two-family dwelling units, the <br /> owner and occupant shall determine who will provide adequate containers with close <br /> fitting covers for the storage of rubbish, garbage and other solid waste materials until <br /> removed from the premises for disposal. <br /> b. More Than Two Dwelling Units: The owner of every rental dwelling with more than <br /> two (2) units shall provide adequate containers with close fitting covers for the I <br /> storage of rubbish, garbage and other solid waste materials until removed from the � <br /> premises for disposal. These containers shall be made of inetal or approved plastic ', <br /> and be equipped with tightfltting covers. An owner, operator, or agent utilizing private <br /> solid waste collection shall provide both the required solid waste containers and the �� <br /> removal service. Unobstructed walkways shall be maintained to the required solid � <br /> waste containers. Such walkways shall lead from the public way and shall also be �� <br /> accessible to and usable by the occupants of the dwelling for which the containers ' <br /> are provided. Snow, whether natural, piled or accumulated, to a depth greater than <br /> six inches (6") shall be deemed to constitute an obstruction if not removed within a ��� <br /> twenty four (24) hour time period after snow has ceased to fall. When in the opinion '� <br /> of the housing inspector it has proven necessary to protect the health, safety, and <br /> welfare of the public, the housing inspector may require owners of dwellings at � <br /> specific addresses to provide large dumpster type solid waste containers. Said <br /> dumpster type containers must be rodentproof, well maintained, bear identification of � <br /> the solid waste hauler supplying the containers, including the phone number, and be I <br /> provided with metal or approved plastic covers that the tenants can operate with no <br /> unusual physical effort. The solid waste haulers providing the dumpster service must <br /> provide collection service at least once every week and the dumpster or dumpsters <br /> shall be of sufficient size to handle the accumulation of solid waste between pick up <br /> periods from the address where the dumpster type container is required. Large I <br /> dumpster type solid waste containers shall be required after conditions at a specific <br /> address have resulted in the issuance of two (2) written orders for overFlowing solid <br /> waste within any twelve (12) month period.
