Mr. Reschke stated they had wanted to make the forest health. They thought they were <br /> going to improve the condition of the forest. They didn't realize it was shoreline <br /> property. There was no intent. <br /> Planning Commission Member Mortenson didn't feel the clearing was done <br /> intentionally. Planning Commission Member Habein suggested waiving the $300 <br /> minimum penalty. <br /> Planning Commission Member Wilson rescinded the motion; Planning Commission <br /> Member Mortenson rescinded the second. <br /> A motion was made by Planning Commission Member Mortenson, <br /> seconded by Planning Commission Member Habein,to approve the Forest <br /> Management Plan based on the following 5 Findings of Fact and Staff <br /> recommended Conditions and not require a penalty. <br /> �. A specific written management plan has been prepared by a professional forester. <br /> 2. The vegetation management plan describes how it will protect or enhance the <br /> scenic and aesthetic character of the shoreland. <br /> 3. The management plan includes a general description of the properry; Staff has <br /> secured the legal description. <br /> 4. The general description includes the location,size,topography, soils, and access <br /> to the vegetation management area. <br /> 5. The management plan includes the name, address and phone number of the <br /> person in charge of the project. <br /> Subject to the following conditions: <br /> i. We recommend the application be approved, subject to the following conditions: <br /> a. A 3o-foot buffer shall be maintained around the wetland; <br /> b. The flags along the south line of the Donald Reschke property shall be removed. <br /> Planning Commission Member Norton asked if the Planning Commission had any <br /> concerns with the people in attendance last month heard there was going to be a 5o foot <br /> buffer. Planning Commission Member Hallan stated it will revegetate. <br /> Dennis Reschke agreed to the 5o foot buffer. Paul Reschke stated it looked like there <br /> was a buffer all the way along. He suggested taking out the poplar and leave the rest. <br /> Mr. Eggen stated they will cut to the line,leave the oak and Norway pine. <br /> Planning Commission Member Hallan stated he doesn't see any need to have a buffer <br /> even though it was discussed last month.
