' <br /> 10.2. 2017 Capital Improvements/Utility Rate Analysis Report � <br /> COUNCIL MEMBER AKERSON MOVED TO APPROVE THE 2017 <br /> CAPITAL IMPROVEMENTSNVATER � SEWER RATE ANALYSIS '� <br /> REPORT AS PREPARED BY DAVID DROWN ASSOCIATES. I <br /> COUNCIL MEMBER SWANSON SECONDED THE MOTION. MOTION I <br /> CARRIED 5-0. <br /> � <br /> 10.3. City Administrator/Clerk Annual Performance Review ', <br /> Nancy Malecha informed the Council that her two year anniversary as City , <br /> Administrator/Clerk wilt occur on September 28th� Ms. Malecha requested <br /> the Council consider processing her annual perFormance review at the end <br /> of the October 3�d City Council Meeting and she is not requesting that this ' <br /> meeting be open per M.S. 13D.05, Subd. 3(a). <br /> Mayor Adams directed Council Members to submit their performance <br /> review forms for Nancy Malecha by no later than September 19, 2017. <br /> The consensus of the Council agreed the annual perFormance review for <br /> Nancy Malecha, City Administrator/Clerk, will be placed at the end of the <br /> October 3� City Council Meeting agenda as a closed session in <br /> accordance with Minnesota Statute 13D.05, Subd. 3(a). <br /> 10.4. Siqn Committee Uqdate <br /> Council Member Pederson updated the Council on the Sign Committee <br /> discussions regarding billboard signage. <br /> COUNCIL MEMBER PEDERSON MOVED TO DIRECT THE PLANNING <br /> COMMISSION TO CRAFT A SIGN ORDINANCE AMMENDMENT <br /> ALLOWING BILLBOARD SIGNAGE ON CITY PROPERTY ALONG THE <br /> HIGHWAY 371 EXPRESSWAY AND PRESENT IT AT THE NOVEMBER <br /> COUNCIL MEETING. COUNCIL MEMBER AKERSON SECONDED THE <br /> MOTION. MOTION CARRIED 4-1. COUNCIL MEMBER SWANSON <br /> OPPOSED. <br /> 10.5. Call Special Meetinq for October <br />
