MEETING OF THE HEARTLAND CABLE COMMISSION <br />HELD ON OCTOBER 26, 2011 <br />PEQUOT LAKES CITY HALL <br />Members Present <br />Also Present: <br />Members Absent: <br />Bruce Galles, Bob Olson, Betty Durand, Otto Schmid, Jon Lubke, <br />Robert Smith, Mike Dubay, Nancy Malecha <br />Tom Bordwell from Charter Communications <br />Nancy Adams, Erik Haff <br />The meeting was called to order at 4:07 p.m. by Chairman Bruce "Galles. <br />Franchise Fees <br />Bruce Galles informed the Commission that future franchise fees will be received <br />electronically. <br />Franchise Renewal <br />The following was discussed regarding'`the Cable Communications Franchise Ordinance. <br />1. Section 28: Access Channels — Bruce Galles'was informed that Lakes Area <br />Collaborative may have stipulations on the programming lineup for these <br />channels. LAC is the facilitator for airing educational programs for Charter. <br />After discussions with" m Bordwell, Bruce Galles is convinced that <br />programming lineups sent to LAC will no longer be an issue. Jon Lubke noted <br />that the audio quality on these channels is poor. Tom Bordwell stated that he will <br />work with LAC on these issues and fallow up with the Commission. Bruce <br />Galles stated that he feels confident that these issues will be resolved and the <br />commission should move forward with Ordinance amendments as presented. <br />2. Bruce Galles noted that volume levels on channels 4 — 400 are inconsistent and an <br />equalizer may be needed. Tom Bordwell stated that he will check into this. <br />3. Otto Schmid questioned the term of this Ordinance. Bruce Galles stated that the <br />15 year term, has been the past precedence. <br />4. Otto Schmid'questioned if the Commission has input on the setting of rates. <br />Bruce Galles) ted that this is governed by Minnesota Statute, and at this time the <br />Commission has no authority on this. <br />MOTION BY SMITH SECONDED BY LUBKE TO APPROVE THE REVISED <br />ORDINANCE NO.2 RENEWING A CABLE COMMUNICATIONS FRANCHISE <br />BETWEEN CCV, LLC AND THE HEARTLAND CABLE COMMISSION. <br />MOTION CARRIED 8 -0. <br />- 1 - <br />
